I am planning to purchase some ultra blue LED bulbs for my license plate lights, is it legal in California?

I have heard from my friend that it is all depends on the cop’s mood that day, is that true?

It's illegal to alter any factory exterior lighting on a vehicle registered in California.

You probably won't be pulled over many times, but I wouldn't risk it
